Abraham Kuuku Sam is an internationally experienced AI and data policy expert with over 20 years of professional experience spanning telecommunications engineering, digital transformation, public policy, and international development across Africa.
He currently serves as a Data Policy Advisor to the African Union Commission, supporting 36 member states under the EU-funded Data Governance in Africa Initiative. In this role, he works closely with policymakers and institutions on data governance frameworks, cross-border data flows, data protection regulation, and capacity building for responsible data use. He is also Head of AI Made in Africa at GIZ, where he leads continental initiatives focused on shaping Africa’s AI future through policy development, ecosystem engagement, and high-level dialogue.
Abraham has contributed to some of Africa’s most significant digital and AI policy efforts, including the African Union AI Roadmap, Responsible AI frameworks, and Ghana’s National AI Strategy. His work bridges technology, ethics, and development practice ensuring that artificial intelligence and data-driven innovation are inclusive, development-oriented, and grounded in African priorities. He regularly engages governments, multilateral institutions, think tanks, and the private sector as an advisor, speaker, and contributor to global policy discourse.

Leading continental initiatives to develop AI policy papers, convene high-level dialogues, and coordinate 200 AI startups across Africa, representing GIZ at international forums.
